The Morale, Welfare and Recreation (MWR) Department at Portsmouth Naval Shipyard,
Kittery, Maine serves over 26,000 authorized patrons on the longest serving Naval Shipyard in
the United States. Established in 1800 as a shipbuilding military installation, the Shipyard has
participated in many significant events in our maritime history. Currently the Shipyard is a
submarine repair facility, as well as, home to three Coast Guard Cutters, a SERE school, Army
Recruiting Station and a Medical Clinic.
The mission statement of the MWR Department is - “We strive to deliver high quality,
customer focused programs and services that contribute to resiliency, retention, readiness and
quality of life”.
The MWR Department operates 22 programs/facilities at three locations with a $4.3 million
budget and 90 staff members (including seasonal hires) throughout the year. We are the first
MWR department in the Navy to be accredited by the Commission for Accreditation of Parks
and Recreation Agencies (CAPRA), and the Department has also been recognized as a Gold
Medal finalist by the National Recreation and Parks Association in 2015, 2016, 2017 and 2018.
The Department is broken into 6 branches which include an Administrative branch, Recreation
branch, Food and Beverage branch, Community Recreation branch, Navy Getaways branch
and a Child and Youth Program branch.
The Administrative Branch consists of the MWR Director, Deputy MWR Director, Business
functions and the Marketing department.
The Recreation Branch consists of an Auto Hobby Shop, Wood Hobby Shop, Fitness Center,
Gymnasium, 8-lane Bowling Center, Great Pond Outdoor Adventure Center, Prospect Harbor
Recreation Center, Gull Cottage, Athletic fields, and 2 Marina’s.
The Navy Getaways branch consists of the 375-acre Great Pond Outdoor Adventure Center
which has 15 cabins, 6 yurts, 9 RV/tents sites and a Recreation Center adjacent to Great Pond.
We also have the historic Gull Cottage and Lighthouse at Prospect Harbor available to rent.
The Community Recreation Branch consists of Jamaica Island Picnic Area, Relief Valve
Recreation Center, LIBERTY Center (Single Sailors), Outdoor Recreation Gear Rental,
Information, Tours and Tickets and an Auditorium (Movies, Lectures, Shows, etc).
The Food and Beverage Branch consists of Dockside Café, Tirante Tavern Bar and Restaurant
and Café 153.
The Child and Youth Program Branch consist of a Child Development Center (80 children
capacity), a Pre-School (48 capacity), Child Development Homes, Youth Center
(with before and after school programming), School Liaison Officer, and a Training and
